It is also quite ironic that this law doesn't even help the schools and students directly even though it is the only one of its kind. It doesn't even provide the funding for the conceptualization of special educational programs for gifted and talented students. The main goal of the Javits Act is to research the best methods to maximize the potential of gifted students; but when it comes to the implementation of the programs themselves, this law does very little.
The Jacob K. Javits Gifted and Talented Students Education Program focuses more on finding gifted children that are disadvantaged financially and helping them.
