This line is from Out of the Dust by Karen Hesse. Is it a simile a negative simile or not a simile at all?
...where rain comes, and the color green doesn't seem like such a miracle, and hope rises daily....

The rain and green part are neither. Just statements.
The only one that is close is "hope rises daily," which would be more
of a metaphor, suggesting that hope actually rises.
But if there is more to the quote, like hope rises like the sun, then it
would be more of a simile.
Here's a short take on the difference:
Simile-comparing to something.
Metaphor-suggesting it actually is.
And I have no idea what a negative simile is. I suppose people think
it is using the negative comparison, but it is still a "simile."

You forgot that part. :)
BTW, hope can rise, just not physically. In this case, hope rising is a simile.
