I give away tons of pencils as rewards and I get most of them from Oriental Trading Co. They do have personalized pencils.

Try this person. I am not sure that he will have what you want and the choices are limited, but unless you are looking for something special, I think that you will be able to get pencils at a reasonable price. You might have to call to see what he has that you can use.

I found the cheapest at www.forteachersonly.com although they only have 3 styles, red, orange, and red/white/blue. $18.50-19.00 per gross with $25 order minimum.
