Definitely, elementary students do not need to use calculator. A teacher can introduce that, but students should not use in math class. That could cause of lack of arithmetic skill. They have to build the strong foundation of math.

i am a high school math teacher. i was so surprised that some students can not subtract at all or they have to use fingers to get answers. the students know how to use calculators, but without them...
I have to teach them from beginning. Can you imagine what could be happened to them if we can't have technology for a while some day? We never know our future!!!

If your students are trying to learn how to solve linear equations and need a calculator to help them with the basic math, let them use the calculator. After all, what is the goal of the lesson? Solving linear equations. If they can do it with the aid of a calculator, then they have learned the lesson.
