I homeschooled my children briefly (two years), and loved it. I also have found positive ways to work with the school districts, and find that most environments can be effective with involvement.
For homeschooling, I would go to homeschooling sites and forums where there is a wealth of information. There is likely a group or organization in your area that may provide information, classes, group collaboration, etc.
I believe in the classical curriculum, and "A Well-trained Mind" by Wise is an excellent book. It's not easy, and requires a lot of investment on your part.
There's are other curricula you can purchase, but you may want to look into k12, the national "public school" curriculum that Bill Bennett (former Sec. of Education) created that is computer-based, everything provided. THere are also virtual schools that you can enroll in, that provide everything as well as a certified teacher for 'coaching.'

imagine that, a SPED kid who's parent blames the school system for their kids causing classroom disruptions
I've NEVER heard of that happening before.

You get what you pay for-free curriculum is not worth your time. You can purchase used curriculum at home schooling seminars. It is unusual for someone to start home schooling in 7th grade. Many home schoolers begin in early elementary and then put their kids into public/private school during high school because they (the parents) have a difficult time teaching high school math and science. You might consider hiring a tutor one day a week to assess what needs to be learned and give you advice on how to deliver lessons.
Also, it is a good idea to check out your state's offiacial curriculum and teach similar content. That way if something happens to you or if you discover that home schooling is not right for your family, then it will not be as difficult for your child to return to public school.
I was home schooled from 5th-12th grade and then went on to college and graduate school. During my homeschooling years I saw many families quit homeschooling because they had difficulty being self-motivated. In my case I was home schooled because I wasted too much time day dreaming. Homeschooling was an excellent way for me to develop a work ethic because I was finished with school as soon as I finished all of my work. The first year or so I remember sitting at the kitchen table 9am-10 pm. My parents stuck to their goal (the whole point of homeschooling was not that there was a problem with the schools, but rather, to teach me that I had to do the work) and after the first year I was able to get all of my work done by 2 pm.
