Lack of Prep time

I work for a Regional Occupations Program who is currently denying ANY paid prep time. We've brought this to the contract negotiation table this year. Any strategies or thoughts would be appreciated

What is their reasoning?

You must stand up with your union and negotiate for the working conditions that are conducive to making our profession a reasonably viable career. Don't assume that management has any concept in mind except short turn gains to cover their hindquarters.
