how to write an outline for an English textbook

hi, there. i am new to here. recently i am going to write a new english textbook for non-english majors college students in China. I do not know if anyone here had such experience and would like to share it with me. I wanna know how to write an outline for such a textbook coz i have to show it to the publishing house. Anyone would like to give me suggestion? Thanks in advance.
