I called a school district the other day, and they told me that I could not apply for a teaching position until I met the NCLB requirements.

Exactly how do I meet the NCLB requirements?

Start by checking with the school district or county board of ed. in the city you want to work in.
more likely than not, there will be several exams/tests you will have to pass to prove that you know/understand the subjects you are going to teach -
CBEST, CSET, RICA, PRAXIS...depends on where you live.
